Resources; Duplicate Descriptions are allowed for 3.03 databases upgraded before 3.03.04

In October 2020, it was identified that Descriptions on Resources had to be unique. This is against all other Administration libraries and therefore this restriction was removed; see:https://www.intersoft.co.nz/Support/KbArticle.aspx?id=17516

In 3.04 the unique index has been removed, so any databases upgraded prior to October 2020 will now have this limitation removed.
