Workflows; Sending an Email Document defaults to "HTML format" even if Document is not defined as HTML

When sending an Email Document to a Workflow Client using the Workflow Actions wizard, the "HTML format" checkbox would become checked when selecting an item from the "To" list, regardless of whether the Document was configured as HTML format.
