Workflows; Closing current Workflow and opening a new Workflow prompts notifies user twice

Closing a Workflow via a Workflow Item that is a question that has an outcome type of 'Close and Start New Workflow' notifies the user twice. The first time just notifies that a new Workflow has been created, the second notification asks the user if they would like to view the new Workflow.

The first notification has now been removed.
