Decision Cards; enhance Rule editing functions

Decision Card Rues now include the following editing functions:

1. Insert "If/Else/End If" block.

2. Clipboard functions, Cut, Copy and Paste. This functions allow you to copy rules within the same Decision Card or between Decision Cards.
