User Group; When adding a new User Group the "Allow Users to post Transactions to filtered out Accounts" defaulted to "checked"

When adding a new User Group, the "Allow Users to post Transactions to filtered out Accounts" option would default to True (checked). It will now be defaulted to False (un-checked) for new User Groups.

Note that it was defaulting the "Allow Users to post Transactions to filtered out Accounts" to True (checked) for backwards compatibility reasons. See: KB #18782
