ISSqlWhereBuilder; added AppendComparisonDouble

The SQL Where Builder now includes an option to add a Double comparison, i.e. using a Double variable data type.

Note, this is much like other functions, e.g. compare to AppendComparisonDecimal, however the function also includes an option to specify the number of decimal places to compare with - if not specified 4 is assumed.
