Resources; Support for PDF and Word Documents added

PDF and Word Documents (.doc and .docx) can now be added as finPOWER Connect Resources.

These are not currently used anywhere in the system but are available for customisations.

Additionally, the Business Layer has been updated to streamline the importing of new Resources via Script. To facilitate this, the existing finResource Function "LoadImageTypeResourceFromFile()" has been obsoleted and replaced with "LoadResourceFromFile()". This accepts any file and will set the corresponding file type, or error if the file type is not supported.

Finally, the Resource Admin library form has been updated so that the Resource "Type" and file options (Import / Clear, Open and Save buttons etc) are located together. This change moves the "Other Options" section further down the page.
