Tasks view; "Select User to View Tasks" form; "You do not have permission to access Users & Responsibilities" in summary page when signed in as an External User

The Tasks view, "Select User to View Tasks" form showed a "You do not have permission to access Users & Responsibilities" warning in the summary page when signed in as an External User or any other User without permission to access the "Users & Responsibilities" form.

This page now shows a cut-down version of the User Summary.

NOTE: The form has also been updated to show the "Type to filter" box above the grid.
