Global Settings/ User Preferences; UAC warning added to Templates folder

Under Global Settings and User Preferences a UAC warning has been added for the "Templates" folder.

A warning is given if the folder is located in the protected "Program Files" folder - which should not be used.

Note, in addition the UAC warning on the Documents folder did not work if a smart tag was used.
