Reporting and Processes view; Prevent timed background checks from interfering with input focus

Both the Reporting and Processes view perform background checks at certain intervals, e.g., to refresh the contents of the Downloads grid.

Upon completion of fetching the latest data however input focus was being reset, e.g., to the "Type to filter reports list" field.

This would occur even if an HTML Widget was open which could interfere with user input.

Also, when the user is focused on a grid's filter row, e.g., the Processes view, Background tab's grid, the refresh of data will be deferred since retrieving new data and refreshing the grid could interfere with whatever the user was doing.
