Task Manager; crashes with "Parameter is not valid" error

The Task Manager may crash with the error "An unhandled exception has occurred. Parameter is not valid.", or potentially out of memory errors.

This occurs where there are a large number of Workflows and other Items, showing flag and block icons.

There was an issue when these types of icons were created. They were not stored in the bitmap cache, instead they were recreated each time they were needed. This used a lot of system resources and could cause this error.
