Help; Help contents; Clicking the "Audit Search" link from User Policies topic tries to open multiple instances

Moving between topics in the "Help Contents" form caused application shortcuts to be run multiple times when clicked.

This was especially noticeable from the "User Policies" topic which has an "Audit Search form" link towards the bottom. After moving between topics in the Help Contents and clicking this link, it would attempt to open multiple instances of the "Audit Search wizard" and give the notification warning "Only one instance of the 'AuditSearch' form can be displayed at once. The previous instance has been closed.".
