Portals; Client-based Portals; finPortalHandlerBL's Client object is now refreshed from the database with every request

The finPortalHandlerBL object (accessed from Portal Script Code as mPortalHandler) now refreshes its Client object (mPortalHandler.Client) every time the Portal Handler is reused.

This means that the Portal Handler's Client should always have up-to-date information.
