iOS; frame content was configured not to scroll

Frame content such as that used to display the Information List help page was configured not to scroll on iOS devices.

This "Fix" was to prevent frame sizes auto-expanding under iOS, an issue that appears to no longer occur.

The scrolling='no' attribute that was applied to iframe elements when running under iOS has now been removed.
