SMS Message wizard (New Interface); should always show dropdown for Fee Account if sending to a Client

In the SMS Message wizard (New Interface), if the performance settings for the User does not "Use Account dropdowns", it should still include the dropdown if the Recipient Type is "Client".

Since the list of Accounts will only include Open Accounts that are related to the Client the list should be small and is not a performance issue.
