Client Identification wizard; Finish button enabled when mandatory fields on page 2 not completed

In the Client Identification wizard, if an Identification Type has a Special Type of "None" the Finish button is incorrectly enabled on the first page.

This means you can click "Finish" on the first page and save the Identification Item even if there are mandatory fields not entered on the second page.
