Close Account wizard; changed Deposit "Withholding Tax" to show as a positive number

To be more consistent with other areas in finPOWER Connect, including the Close Account Log and Summary Document, the Close Account wizard for Deposit Accounts now shows "Withholding Tax" as a positive number.

The caption has been changed to "Less Withholding Tax:" to reflect this.
