Deposit Account Type "Fix Interest Rate from Rate Table" may not work as expected

When a Deposit Account Type has the option "Fix Interest Rate from Rate Table" checked, it may not create the Account History record as expected.

Generally the Deposit will default the Interest Rate Type as "Rate Table" and will work correctly.

However, if you change the Interest Type to "Fixed Rate" it will incorrectly write the Account History Record with a note saying it has been fixed from a Rate Table.
