Workflows; "Open Pending Workflow" action added

The "New Workflows" page of the "Workflow Types" form has an option to "Leave new Workflows Pending".

This means that newly added Workflows will not be open but rather left in a "Pending" state in which they cannot be processed.

A new "Open Pending Workflow" action has been added to the Workflow form action. For this action to be visible, the Workflow's Status must be "Pending" and the current User must have the "Workflow.OpenPending" permission.

The following changes have been made to the "New Workflow" wizard:

• A filter field has been added above the Workflow Types grid for consistency with the Create Document wizard HTML Widget
• The confirmation message had formatting issues which were only apparent for "Pending" Workflows. The "NOTE" section was not in its own paragraph.
