Client/ New Client/ Applicant wizard; optimised image load

The Client, New Client and Applicant forms would show an error in the debug window if the "Image File" did not exist.

This has been optimised so that the image is only loaded if it exists, meaning the error in the debug window doesn't occur.

Note, the error relates to the ISWebCamera.ImageLoad function.
