New Client Wizard; Client Group options now allows Tax Information to be displayed independently of "Other Information"

Previously, Tax Information in the New Client Wizard could only be displayed if also showing "Other Information" fields (this is configured in the Client Group).

This has been changed so Tax Information can be made available independent of "Other Information".
