Portals; Special "PORTAL_CONFIG" Page can now use certain Tags

Portals can define a special "PORTAL_CONFIG" Page which is in fact an HTML Widget that can be used to present a friendly User Interface to configure the Portal.

Limited Tag support is now available. In particular, <%Resource%> tags can be included, e.g., to inline a ReadMe file:
