Account Restructure; Using "By Number of Payments?" when 1 Payment does not work

In an Account Restructure, if using the "By Number of Payments?" option, 1 Payment changes back to 2 payments.

This now works where "Payments in Advance" is not checked. However, for "Payments in Advance" you must have at least 2 payments.
