Account Withdrawal; "Override Regular Payment" option now always adds a Payment Arrangement

Previously, an Account Withdrawal did not add a Payment Arrangement if "Override Regular Payment" was selected and the Payment value was the same as the current Regular Payment.

Note, the Payment Override value is now defaulted to the current Regular Payment.

When "Hold current Regular Payment" is selected a Payment Arrangement is never added. However, by selecting "Override Regular Payment" and leaving the value as the current Regular Payment you can create the same, but with a Payment Arrangement.

This means there is a difference in how the Loan is treated "Post Maturity" where the Account Type Default Interest setting "Or post final payment date from Payment Arrangement" is checked.
