Client Connect Sample Portal; "Page Messages" restructured to support display on all pages

Alerts and/ or Messages could be displayed at the top of the "Accounts" page which detail overdue loans, Accounts nearing Maturity and a Broadcast message.

The code which generates this has been restructured so the messages can be made available on any page of the Portal.

Additionally, additional options have been added to the Portals Configuration utility to configure which messages are displayed on which pages.

The following Portal has been updated:
