Purge; purging Service Logs may fail

Purging Service Logs may fail with the error "Failed to Purge Database. Failed to purge Service Logs. Failed to execute SQL. The record cannot be deleted or changed because table 'ISServiceLog' includes related records.".

This occurs where "Purge Service Logs flagged as purgeabe?" is checked and a child service log is purged before the parent service log.

Note, the Service Log purge function has been updated to firstly purge "failed" service logs first.
