Portals; Configuration Portal Page (PORTAL_CONFIG) now receives Portal Id as Startup Parameters

Previously, the special Portal Page "PORTAL_CONFIG" (which actually represents an HTML Widget) was passed a Portal Id parameter and part of parametersJson.

This has been changed to startupParametersJson so that further calls to the Script from the Widget have the Portal Id available.
