Client Tax Certificates; updated Tax Certificate drilldown to only show grouped Tax Certificates

The Client Tax Certificates drilldown Summary Page now shows grouped Tax Certificates. Previously each individual Account was shown separately.

This better mirrors the Tax Certificates that are printed as they are grouped together where Accounts have the same Clients and Tax Types.
