Workflows: Other Actions; Send Email; CC and BCC fields are being ignored

When performing an ad-hoc action for a Workflow from either the Workflows form, Other Actions, Send Email or from the Task Manager, this ability to enter CC and BCC Email addresses is provided but these were not being used.
