Portals form; IDE page; New buttons to open, view code and properties

The following changes have been made to the Portals form, IDE page:

• Run Portal button removed from the bottom of Script editors in tabs
• Existing actions now split between a button strip above and one below the treeview on the left
• New actions added to the top for "Open", "View Code" and Properties; these match the options displayed when right-clicking an item in the treeview
