Account Processes; enhanced so a Monitor Category change doesn't reset Optimisations and Backdated Interest unnecessarily

A change has been made to Monitor Category changes so it doesn't reset the Process Next Date (as used in Account Processes Optimisations) and also Backdated Interest unnecessarily.

The Process Next Date will only by cleared if:

• The Effective Date of the change is prior to the current Process Next Date.
• One or more of the Monitor Categories in the class (A, B or C) is Treated as In Default.
