Credit Bureau Defaults; updated Equifax (Veda) NZ interface to handle cancelling non-uploaded items

Where an Equifax NZ (VedaXMLNZ) Default is created and saved, but not yet uploaded to the Credit Bureau, it is now automatically cancelled if the overdue balance is paid off.

To recreate:

1. Using the Processes, Credit Bureau Defaults wizard, create a Default and Save, but do not upload.
2. Make a payment to the Account to clear the overdue (or bring it under the threshold).

Previously, the default was left in limbo. Note, it could be manually updated to "Paid".

Now the Credit Bureau Defaults script will automatically update the Status Type to "Closing " and Status to "Paid", and when saved, the Default will be deleted.
