Motor Vehicle Security Items; added "Hybrid" and "Electric" to fuel type options

Two new fuel types have been added to the Motor Vehicle Security Item fuel type dropdown list.

A motor vehicle security item now has four fuel types to choose from, Petrol, Diesel, Hybrid and Electric.

Note, this field is not limited to the dropdown list, so you can enter whatever you like.
