Message Handler; unexpected error reported

Changes made in version 3.01.08 meant that the Message Handler is activated regardless of the Database settings.

This is because the Message Handler is now activated before the database is opened. So, the database setting has no effect at this time as the database is not yet opened.

You may see a message like "Failed to initialise Message Handler. An attempt was made to access a socket in a way forbidden by its access permissions" or a "Windows Defender Firewall has blocked some features of this app" dialog when opening finPOWER Connect.

In addition, after creating a new database this error may immediately pop-up.

The changes made in version 3.01.08 have been undone, in that Global Settings and User Preferences now do not enable the Message Handler by default.
