Deposit Tax Certificate; added Rates table bookmark

A new bookmark has been added to display a table of the Tax Rates used during the year for the Tax Certificate.

The new bookmark is "TaxCertificate.Rates".

In addition, two constants have been added to the Document that can control whether the Average Tax Rate and/ or table of Rates is displayed, ShowAverageTaxRate (default=True) and "ShowTaxRatesTable" (default=False) respectively.

Note, the IRD allows three options for displaying the Tax Rate on a RWT Withholding Certificate; the Average Rate, The Rate at the end of the year, or details of the Rate or Rates used during the year. Note, to support this, there is a finPOWER Connect Business Layer collection on the finTaxCertificate object "Rates". This could be used to build your own Tax Certificate.
