Business Layer; performance enhancements to finAccount

After reviewing the finPOWER Connect Business Layer, the GetCreditLimits function in finAccount has been updated to improve performance.

Previously this function would touch the Account's calculation, which would load and calculate values - which is an expensive call.

Now, this function has been updated to not touch the Calculation, unless still a Quote.
