HTML Widgets; New widget.UI.ScrollToTop method

A new helper method has been added to HTML Widgets to scroll the HTML document so that the specified Element is at the top (or as close to as possible).

NOTE: This method has been added since the previous method, document.location.hash = "divBreakdown" no longer appeared to work in the Web Browser control in finPOWER Connect.
