Accounting Ledgers; allow First Date to be the same as Opening Date for Proportional and RO78 methods

"Proportional" and "RO78" Accounting Ledgers now allow the First Date to be the same as Opening Date.

This effectivity allows an Accounting Ledger to earn in advance rather than is arrears.

Note, this was previously possible via a Custom Accounting Ledger.
