Account Processes; a Statement may be generated after the date selected for Statements

A Statement could be created after the selected "To Date" in Account Processes.

Previously all final Statements were produced, regardless of when the Account was closed. Now Accounts closed after the selected date do not produce a final Statement - as the final Statement is dated the date the Account was closed.

In addition, there was an issue with re-opening an Account. If an Account is Closed and Account Processes is running, in particular the Statement generation has begun, and another User re-opens that Account before the "Final" Statement is created, a normal Statement is created - potentially dated after the selected "To Date".
