Approve Disbursement; can fail when creating an Account Ledger for the Disbursement

If you attempt to approve a Disbursement for a Closed Account, where the Element for the Disbursement is set to Amortise using Contractual Interest, i.e. create an Accounting Ledger, the following error may occur "Failed to approve Account Disbursement '[Number]'. Failed to save Account. Failed to save Accounting Ledgers. Failed to save Accounting Ledger Accruals. Validation of Accounting Ledger Accruals failed. Accrual Journals do not balance to zero.".

This is because after an Account is closed there is no longer any Contractual Interest. This situation can happen if you have a Commission (or Cost) recovery Disbursement that is created at the time the Account is closed.

A change has been made so that if the Accounting Ledger's accruals are invalid the Account Ledger is not added.
