Account Interest Rate Change; changing the Premium Rate for a Rate Table saves Interest Rate in auditing information

In the Account Interest Rate Change wizard, when changing the Premium Rate for a Rate Table the auditing information written incorrectly notes the Interest Rate was changed. This always states the Interest Rate was changed from a value to 0.

The Interest Rate should not be included for Rate Tables.
