Test Web Services form; 'Open Web Services Help' link added

A hyperlink to 'Open Web Services Help' has been added next to the Ping button on the Connect page of the Test Web Services form.

This opens the entire Web Services help in a browser window rather than just showing an individual service's help like the Help tab of the Web Service page.
