Purge; enhancements to Account and Archive purging

Several enhancements have been made to the purge in regards to Account and Archive purging.

There are now options to archive Declined and Unwanted Accounts. These are new purge options as these are new Account Statuses.

Note, Declined and Unwanted Accounts are ARCHIVED rather than purged. However, the purge of archived Account occurs after this, so they can be immediately purged if required.

There is a new option and page in the wizard for Archives. This allows Declined, Unwanted and Closed Account Archives to be removed from the database.

Note, currently Closed Accounts cannot be archived, therefore the "Purge Closed Account Archives" option has no effect.
