New Account wizard and Account Form; Financial summary page now shows Interest Rate for Rate Tables

In the New Account wizard and Account Form, Financial page, the "Opening" Financial summary page now shows the Net Interest Rate for Rate Tables.

Note, the Interest Rate is not shown if the Rate Table is tiered.
