Account Withdrawal wizard; Payment Arrangement page tweaks

The Account Withdrawal wizard has been changed as follows:

1. Option 1 caption has been changed to "Hold current Regular Payment (Final Payment date may change)?".

2. Option 3, "Override Regular Payment?" now displays the current regular payment as a hint.
