Address Lookup form; hovering over space where formatted address appears displays a 'Postal Zone:' tooltip

Hovering over space where formatted address appears on the Address Lookup form displays a 'Postal Zone:' tooltip.

This attempts to display the Postal Zone for the entered address but has been changed so that if no address is entered or no Postal Zone could be found, no tooltip is displayed.
