Documents; Web; "This Document is available in finPOWER Connect Cloud?" checkbox now defaults to checked

Previously, the "This Document is available in finPOWER Connect Cloud?" checkbox on Admin; Documents; Web would be unchecked by default.

This has been changed, and the setting will now be checked by default.
