Blank Tip text; moved to use the standard .NET PlaceholderText property

How the Blank Tip for controls is rendered within finPOWER Connect has changed.

Previously this was drawn onto the screen using a special graphics text renderer. This has changed to use the standard .NET "PlaceholderText" property of a control.

Note, the blank tip / placeholder text is displayed when the control has no text and does not have the focus.
