HTML Widgets; Grouping List control; Improved useability, now allows Ctrl+Up/Ctrl+Down to order items in the right-hand list

The HTML Widget Group List control, used in areas such as a Task Manager folder, Columns page, allows the right-hand list to be ordered via up and down arrow icons next to each item.

This could be cumbersome when moving an item several slots, so, Ctrl+Up and Ctrl+Down can now be used to move the selected item.
