Users; Load time for global collection has been optimised

The Users admin library can be quite large for some customers, especially over time, since deleted records are never truly deleted.

This can result in a delay when Users are first accessed, particularly if a lot of UserData is stored against the records.

The code to load this collection has been optimised.
